The Navy Expeditionary Medal was instituted in August 1936, and made retrospective to specified qualifying expeditions / services dating back to 1874
The qualifying criteria for this medal extends to all United States Navy personnel, i.e., officers and enlisted men of the Navy, who have actually landed on foreign territory and engaged in operations against armed opposition, or operated under circumstances which, after full consideration, shall be deemed to merit special recognition and for which service no campaign medal has been awarded
