The Royal Decree of 14 February 1939, instituted the award of 'Crossed Swords' emblems, for retrospective award to qualifying veterans. The 'Swords' indicate that the recipient had accumulated a specified number of 'War Titles' during his military service, this being a combination of; Periods of front line service; citations for gallantry; orders & decorations held; evet promotions; escapes, etc. 6 'War Titles' were required for the award of the 'Crossed Swords' emblem in silver
