The medal was created by a decree dated, 22 March 1882, as a 'Medal of Honour' for those employed in the Postal Services (Post Office and Postal Delivery) & 'Telegraph' departments

The medal can be awarded for either specified periods of long service, or for acts of courage, and or distinguished services

The medal is awarded in three grades viz, bronze (15 years), silver (20 years), gold (reserved for award to personnel who were injured in the line of duty)
