The heavier weight and matt satin finish of the medal indicate that the planchet is an earlier strike from the 1970's-1980's either issued from unused stock, and mounted on an un-marked crimp-brooch post 1990. Or, a Navy Cross issued during the Vietnam War and later re-ribboned and re-mounted by order of a veteran recipient or his family
