Instituted in 1997, and awarded to recognize aggregated 'Foreign Service' by Belgian Military personnel serving outside of Belgium. The decoration is awarded in three classes, the medal's being identical, but with different respective central stripes on the ribands

Third class awards recognize 5 years aggregated foreign service. The overseas service includes qualifying service in Africa (Zaire, Burundi / Rwanda), NATO, United Nations and Occupation Force deployments and secondments
