Oman: The Peace Medal (Midal al-Salam al-Omani). This service medal was awarded between 1 July 1976 through to 17 November 1985. Basic qualifying criteria was 1 year service in the 'Southern Province'. The Sultanic Crown emblem on the riband was denoting the 'Sultan's Operational Award' was awarded to eligible personnel who were killed, injured, decorated, or had served an aggregate of 30 days on active service (for Army), while flight crews were required to have made 30 x flights / sorties, or if in the Royal Oman Navy, 30 days afloat off the coast of Dhofar qualified personnel for the Sultan's Operational Award. The 'Sultan's Operation Award' was stopped being award from 1 July 1984

Oman: The 15th Glorious National Day Medal was awarded to all Uniformed services of the Sultanate of Oman, including attached and contracted foreign personnel and who were serving on 18 November 1985

The recipient R. L. Harper held the rate of Leading Aircrewman at the time of qualifying for his General Service Medal for service in Northern Ireland. As the members of the Royal Navy's Aircrew Branch (the Ratings Aircrew Branch was established on 1 April 1974), only perform flying duties, presumably his service in Northern Ireland would have been as a member of a Naval helicopter flight aircrew. He later served in the Sultanate of Oman between 1976 - 1985, including 'Operational Service' in that period in the Dhofar Region, including the Dhofar Coastline. Whether he was attached / seconded British Royal Navy personnel, or contract expatriate staff is not known, what is known is that he was awarded the 2 x Omani medals for service with the Sultan Of Oman's Armed Forces (SOAF), and most likely service with the Royal Oman Navy (RON) basis his prior Royal Navy service history
