The recipient, Fazal Ellahi, was by ethnicity and faith a Punjabi-Mussalman soldier, who had enlisted in the British Indian Army sometime prior to 1942 (the India Service Medal was awarded for 3 x years aggregated service in British India 1939-45), and was posted to the Indian Artillery (re-styled Royal Indian Artillery in 1945). Following the partition of British India in 1947, the recipient transferred his service to the Pakistan Army from 14 August 1947, thereafter serving in the Royal Pakistan Artillery. On transfer to the Pakistan Army, the recipient was holding the rank of Naik-Fitter (Corporal-Fitter), and participated in the first Indo-Pak conflict, during the 'Kashmir War' of 1947-48. He was still serving with the Pakistan Army when the country became a Republic in 1956
