William Fitzgerald Hervey son of Hamilton Law Hervey (Indian Civil Service, Bombay Presidency) and Edith Kathleen Hervey (nee Bayley) and was born in Mahableshwar, Bombay Presidency, British India on, 21 March 1898. Educated at Glenalmond College, Scotland, he enrolled into the Indian Army Cadet College, Quetta in 1915 and was commissioned 2nd Lieutenant in the 10th Gurkha Rifles in 1916. Hervey was elevated to Lieutenant in 1917, and subsequently served overseas in Mesopotamia with 1st Battalion 10th Gurkha Rifles and later 8th Gurkha Rifles in 1917 and attached to the 10th Gurkha Rifles. Post-war, William Hervey was employed at The Great Indian Peninsula Railway Company in Bombay, India, with which company and rose to become the Chief Traffic Officer

During the Second World War, William Hervey served with the Corps of Indian Engineers, n which he hald the rank of Major, and was Officer Commanding 301st Indian Railway Operating Company. From 27 October 1941 to 24 January 1944 he served with PAIFORCE, during which he was deployed to Iran, January 1942 to February 1943. William Fitzgerald Hervey died at Chichester, England, in 1981
