Established in 1959, the Army Outstanding Civilian Service Award Medal Ribbon was issued to civilian individuals who provided outstanding service or make major contributions to the United States Army

The medal was later re-styled with a different worded reverse legend, but retaining the same obverse and riband and is now awarded as The Department of the Army 'Meritorious Public Service Medal'
