Mendes, would have been a volunteer member of The Bombay Battalion', which was one of the 4 x A.F.I. units that comprised the The Bombay Contingent (Auxiliary Force India). The individual units of The Bombay Contingent, in 1939 were:

- No.10 (Bombay) Battery, R.A., A.F.I.
- No.3 (Bombay) Fortress Company, R.E., A.F.I.
- The Bombay Battalion

The recipient, Private J. Mendes, was of Goanese ethnicity

Like all other units of the Auxiliary Force India, all units of the Bombay Contingent were disbanded on 14 August 1947
