Frederick Denis Plummer, son of Frederick Plummer (a Shepherd / Farm Worker) and Jane Plummer (nee Wyatt) was a native of, Shirburn near Thane, Oxfordshire, England, where was born on, 7 December 1909. At the time of the compilation of the 1911 National Census for England and Wales, Frederick was then living with his parents and elder sibling, Ruth Plummer (b. 1907) at the 'Estate Cottages, Shirburn, Watlington, Oxfordshire, at which time father was employed as a 'Shepherd'. By the time of the 1921 National Census, the Plummer family had relocated to Maidenhead, Berkshire, England, where they resided at White Waltham, Berkshire, where Frederick's father was employed by Mr Smith as a 'Farm Labour' at Green's Farm, Littlewick, Maidenhead, Berkshire, England. By 1921, Frederick's sister, Ruth, was no longer living with the family, and he was living at home with his parents and a younger brother, Sydney Plummer (b. 1912). Frederick joined the Metropolitan Police, sometime prior to 1936, as he appears recorded in the 1935 London Electoral Register, as being quartered at the Earlsfield Police Station. On 9 July 1938, while serving as a Police Constable he married Lily Violet Dorothy Fenwick (24 years of age) at St. Andrews Earlsfield, in the parish of Wandsworth, County of London, at which time his residence was recorded to be:
