The recipient James Stephen, was a native of Montrose, Angus, Scotland - and a most prominent citizen. The local and regional newspapers between circa 1930's to 1950's are packed with articles and references to James Stephen. of which we are below quoting the best summary:

Death of well known local business man

A well known local business man and a member of an old Montrose family, Mr James Stephen, 14 High Street, died on Tuesday of at the age 80. His fish merchant's business was run by his parents before he took it over in 1926.

A man of many interests, Mr Stephen was an elder of Montrose Ol Church, a member of the Town Council for several years and a leading figure in local ambulance work for a long time. He served with the Royal Flying Corps in Palestine and Egypt during the First World War and before the start of the Second World War he was already actively engaged in training the public in Civil Defence. He was chief air raid warden for a short time and later became a sub-controller. 

For several years during the war he served on the Town Council as a co-opted member but he decided not to stand for re-election after the war.

In most of the things in which Mr Stephen took part he played an active part over many years. For half his life he was an active member of Montrose Old Church and only last year he was presented with a long service certificate in recognition of that. He was a member of Angus Special Constabulary for the long period of 28 years and he had a long service bar as a memento of that. He was also at one time a member of the committee of the Montrose Branch of the British Legion.

He is survived by his daughter.

For an unusually long 'local court article' pertaining to a Montrose Wartime civic incident - in which Inspector Stephen was assailed by a local oaf, who referred to him as a "Fu****g Fisherman, see the 'Montrose Standard and Angus and Mearns Register', issue of, 18 August 1943, for your light entertainment.......

The Great War pair and SCLM medals all mounted as-worn by the recipient. The Great War pair suspended from their original silk moire ribands, from a contemporary brass mounting bar. This latter retaining its long hinged pin & clasp fittings. The SCLSM mounted separately, and as-worn, the original riband with a chromed safety pin & clasp stitched to the riband.
