The recipient Mast Ram wa an Indian of the Hindu faith who was an attested follower holding the non-combatant trade of 'Tailor' while serving with the 2nd Battalion 17th Dogra Regiment , of the British Indian Army

Regimental Chronology: 3/17 Dogra Regiment had it's origins in 1864. The full lineage of the regiment being;

- 1864: Raised as 38th (Agra) Regiment, Bengal Native Infantry: Bengal Military Police Battalion
- 1890: Restyled as 38th (Dogra) Regiment, Bengal Infantry
- 1901: 38th Dogra Infantry- 1885: 45th (Rattray's Sikh) Regiment, Bengal Infantry
- 1922: 2nd Battalion 17th Dogra Regiment
- 1945: 2nd Battalion Dogra Regiment

2/17 Dogra served in the Malaya Campaign 1941-42, and on 15 February 1942, surrendered at Singapore Colony to the Imperial Japanese Army. 2/17 Dogra was re-raised in 1945

The descendent unit continues to thrive in the present day Indian Army as 2nd Battalion Dogra Regiment
