Edgar Hemans Rouse, second son of Henry James Rouse (a Civil Engineer) and Maria Louisa Rouse (nee Saunders who had been born in Albania then a territory of the Ottoman Empire), was a native of Marylebone, London, England, where he was born, 30 September 1866, and baptized, 14 November 1866. The 1881 National Census for England & Wales records, Edgar as a pupil of 'Eton College' where he was a 'boarding' scholar. Per the extant 'British Army Local Armed Forces Enrolments Forms, Anglo Boer War 1899-1902', Edgar served during the South African War. Firstly as No. 687 with rank Trooper in Thorneycroft's Mounted Infantry. He had enlisted for service with 'Thorneycroft's' at Pietermaritzburg, Natal Colony, at which time he was 33 years of age, and described as being 5 feet 10 inches tall, with grey eyes and dark brown hair. In his enlistment form he cited prior military service with the Bulawayo Field Force. Edgar Hemans Rouse of Concession Hill, Hartley, Bulawayo, Southern Rhodesia is recorded to have died at the Hartley Hospital, Bulawayo, on, 22 June 1909. His estate was bequeathed to his younger brother Athol Bernard Rouse 'of no occupation', attorney of the Bulawayo Board of Executors and Trust Company Limited
