Like many South Vietnamese awards the medal was available for award to qualifying foreign personnel from amongst the allied nations serving in Vietnam, including servicemen from the Commonwealth countries of Australia & New Zealand. Reference 'Medals to Australia' (Williams, Third Edition 1990) it is estimated that 8 x 1st Class & 6 x 2nd Class Technical Service Medals were awarded to Australian personnel
