The award of the M.B.E. (Military Division) was published in the London Gazette issue of 1 January 1970. The original recommendation was dated 29 July 1969, and is quoted below:

The original Recommendation, dated 29 July 1969, states: ‘Lieutenant T. R. Shimmin, who was commissioned from the ranks in 1967, is in charge of testing of computer programs affecting the soldier pay systems. Since he rejoined this unit he has been engaged in providing test facilities on a third generation computer requiring mammoth research into new procedures. His insight and progressive thinking have been major factors in developing more efficient procedures and for many months he has worked long hours day and night diagnosing and correcting errors in program logic. Although junior in rank he has made a major contribution to developing highly sophisticated management techniques, thereby greatly improving resources utilisation, providing more accurate prediction of target dates and tangible cost savings by elimination of computer time wasted. He has demonstrated professional ability of a high order very much above that to be expected of his rank and service, and also a degree of devotion to duty and sacrifice of personal interests which places him head and shoulders above his colleagues.’

Terence Ridgeway Shimmin was a native of the Isle of Man, where he was born on,10 December 1925. Terence enlisted in the British Army on 9 December 1943, on which date he was posted to the Royal Army Pay Corps. Advanced Staff Quartermaster Sergeant on 5 April 1956, he was awarded his Long Service and Good Conduct Medal on 8 December 1961, and was promoted Staff Sergeant Major on 22 August 1963. He was commissioned Lieutenant and Paymaster on 14 August 1967, with seniority from 12 August 1965, and was promoted Captain on 14 August 1969. Appointed a Member of the Order of the British Empire in the 1970 New Year’s Honours’ List, he was promoted Major on 22 September 1975, and Lieutenant-Colonel on 25 November 1979, and retired on 25 November 1981. He died in Fareham, Hampshire, England, on 7 May 2016
