By ethnicity and faith the recipient was a Punjabi Mussalman who latterly held the commissioned Pakistan Junior Officer rank of Subedar, while serving with a battalion of the 1st Punjab Regiment of the Pakistan Army, and who earlier during the Second World War had been serving as a Viceroy's Commissioned Officer (VCO) holding rank of Jemadar (W.S. Subedar) in a battalion of the 1st Punjab Regiment of the British Indian Army

Prior to the partition of British India and the creation of the state of Pakistan on 14 August 1947, the British Indian Army had no less than 6 x multi-battalion Punjab Regiments, vis, 1st, 2nd, 8th, 14th, 15th, 16th Punjab Regiments, all of which - except for the 2nd Punjab Regiment - were transferred to the Pakistan Army.
1st Punjab Regiment was the most senior of the Punjab Regiments in the British Indian Army. Formed in 1922, it traced its origins back to 1759 as the 3rd Battalion of Coast Sepoys, making its senior-most battalion the oldest-surviving infantry unit of the former British Indian Army, and later of the Pakistan Army. In 1956, 1st Punjab Regiment was amalgamated with 14th, 15th & 16th Punjab Regiments, to form the multi-battalion Punjab Regiment of the Pakistan Army
